HONG KONG– When Huawei Technologies Co. was prohibited in 2015 from buying American parts, the Chinese tech giant had a workaround: make higher use of its own chips.
That technique is in jeopardy after the Commerce Department last month limited chip makers worldwide who utilize U.S. innovation from supplying semiconductors to Huawei, a guideline that covers virtually all home builders of high-end chips.
